I agree with @mizlily. There was something kinda off about the terrorist talk, regardless of the tiny glimpse into the dystopian setting. It was almost reminiscent of a Randian rant about how those with natural ability are superior and the ordinary people should just suck it up and be second-class citizens (literally in this anime!).
I'm not aware of the political opinions of the writers but it is entirely reasonable for people to be challenging about a system that rewards you by virtue of your birth (magical ability) when clearly those with lesser magical ability have a great deal to offer society. I found it somewhat analogous to hereditary wealth or nobility. Of course, this is just my middle-class western white male view, but it did prompt me to sit up and think "WTF?? Did he just call a group of people looking for some form of equality a bunch of terrorist in the making?!"
