Inbetween work, sure. Keyframes, the ones that matter, those are done by the TRUE JAPANESE HEROES. Anyone can draw inbetweens, not everyone can do kickass keyframe work.

Same with American cartoons. They didn't used to always be, actually, but it got too expensive and Korean's do this for cheap.
Anime too, only like @acostoss said, keyframes are still done by Japanese people. Certain companies anyway. A lot of them outsource, like Bleach's filler episodes, to save money.
