1st place - TeruShinozaki's I just love this guy's style. His parka, glasses and the awesomest boots make this design the best. Also it's not overloaded with details, it's quite balanced and I love it.

2nd place - Izukio's I just love the glasses. (I swear I'm not megane fechi. They just look awesome on Server-kun's design.) Also his sweater and armlets are very cute.

3rd place - reki's First of all I just looove the candy. It looks very fascinating. And the color just pops up, I think a small detail like that makes the desing unique. Also hairstyle and headphones make the character look kinda cool.

It wasn't recolored. Prokudin-Gorskii used lenses(light filters?) to get photos in color. You should read about it on the wikipedia. It's even written in the article you shared.
